=== Local government === The rural areas of Jammu and Kashmir are governed by Panchayati Raj Institutions under the Jammu & Kashmir Panchayati Raj Act, 1989, which was passed in March 1989. It establishes a three-tier system of local government, similar to the rest of India: Halqa Panchayat at the village level, Block Development Council at the block level, and District Development Council at the district level. There are a total of 4291 halqa panchayats, 286 block development councils, and 20 district development councils. Urban areas of Jammu and Kashmir are governed by Urban Local Bodies under the J&K Municipal Corporation Act, 2000 and J&K Municipal Act, 2000. === MALDI-TOF MS === Another study used matrix-assisted laser desorption ionization-time of flight mass spectrometry (MALDI-TOF MS) to determine resistance patterns in bacteria from freshly positive blood cultures. MALDI-TOF MS can detect changes in mass to charge ratios. Cabapenem-resistant bacteria often employ β-lactamases, which physically disrupt the structure of β-lactam antibiotics. Since this causes a change in the mass of the antibiotic, resistant bacteria are detectable by MALDI-TOF MS. Accepted clinical tests often require an overnight incubation before reading the result, but MALDI-TOF MS can return results in just 4–5 hours. MALDI-TOF cannot detect resistant bacteria, which do not physically disrupt the β-lactam antibiotic, i.e. where no mass change occurs. Therefore, the method serves best as a first screen for patients admitted to the hospital, but should be followed with secondary testing.

Pending the resolution of litigation, the Cherokee Freedman had all rights as full Cherokee Nation citizens, including voting rights and access to tribal services. == Distribution and habitat == Blue gum grows in forests in New South Wales, Victoria and Tasmania, including some of the Bass Strait Islands. The nominate subspecies E. g. subsp. globulus is mainly found in lowland parts of Tasmania, but is also found on some Bass Strait islands including King Island, and in the extreme south-west of Victoria. Subspecies E. g. subsp. bicostata occurs in montane and tableland areas between the Carrai Plateau in northern New South Wales and the Pyrenees in Victoria. Subspecies E. g. subsp. maidenii occurs on near-coastal ranges of south-eastern New South Wales and eastern Victoria. However, higher rates, up to 11%, have been seen in other studies. Hepatic changes that have necessitated discontinuation of bicalutamide, such as marked increases in liver enzymes or hepatitis, have occurred in 0.3–1.5% of men in clinical trials, or approximately 1% overall. Elevated liver enzymes with bicalutamide usually occur within the first 3 to 6 months of treatment. Monitoring of liver function during treatment is recommended, particularly in the first few months. In men with early prostate cancer, bicalutamide monotherapy has been found to increase non-prostate cancer mortality. The reasons for the increase in mortality with bicalutamide in these men are unknown, but possible factors could include androgen deprivation or drug-related toxicity of bicalutamide.
